Allow a way to have the settings added to the web/app.config
Currently right now, if the setting does not exist in the web.config, it does not apply the setting..
I have a variable named, "Version", if that is not already in my web.config, it does not get added.. it would be nice if there was a checkbox next to each variable to tell the deployment manager to add it
This is because the way I do my settings, does not require the setting to be in the web.config, it is only required to be added if I change the setting

I am more thinking if the entire element was missing.. example
I did not add "version" to my web.config appsettings.. would be nice for a way to add this, but I also can see this being a little more difficult since settings are looked at both appsettings and connection strings.. settings would need a way to determine difference
I'm thinking this is more of a "wish" list than a feature request

Do you expect that only the attribute or element itself would be added if missing? Obviously the parent elements might have multiple attributes of their own.
