Add a configuration so that we stop seeing dependencies popup if not needed

We can configure SQL Source Control for setting the check box unchecked by default for dependencies popup. This should be extended one step further so we can eliminate that popup completely and reduce the number of clicks and save time.

    This would be incredibly useful. I'm in a situation where I'm using SQL Source Control just to control a single schema - if any of the other schemas get checked in that will be completely counter productive and possibly dangerous. I want to be able to just skip dependency checking completely. Even filtering on the schema for the object types I've got configured doesn't stop the dependency checker popping up. It's infuriating.
