It is the same problem people hit with everyday web tools on restricted connections - even a simple nol card balance check for a Dubai travel card needs the page to open fully before it is useful.

An official offline documentation pack (PDF or CHM) per product version, updated with each release, would cover the air-gapped and firewalled environments where these tools are often deployed.
